Speaking about the state of the state, Hochul announced that the annual speech that outlines each governor’s priorities for the year will return this year to the ornate Assembly Hall of the Capitol – the site where Governor Al Smith has first delivered the speech from the Assembly Gallery in 1923. Cuomo turned the address into a high-tech affair, with glitzy graphics, when he moved it to the Empire State Plaza, and even moved her around the state in 2017.
